CHOICE NEIGHBORHOODS
Choice Neighborhoods grants transform distressed neighborhoods and public and assisted projects into viable and sustainable mixed-income neighborhoods by linking housing improvements with appropriate services, schools, public assets, transportation, and access to jobs. A strong emphasis is placed on local community planning for access to high-quality educational opportunities, including early childhood education. Choice Neighborhoods grants build upon the successes of public housing transformation under HOPE VI to provide support for the preservation and rehabilitation of public and HUD-assisted housing, within the context of a broader approach to concentrated poverty. Choice Neighborhoods grantees are public housing authorities, local governments, non-profits, and for-profit developers that are undertaking comprehensive local planning with residents and the community.
To meet communities where they are in their revitalization processes, Choice Neighborhoods offers two different grant types: Implementation Grants for communities that are fully prepared to carry out an ambitious, effective transformation plan to redevelop their neighborhood; and Planning Grants for communities that are poised to develop a transformation plan that can attract investment and be readily implemented.

The designation of Competitive Runner Up refers to a Choice Neighborhoods applicant that did not receive a grant but submitted a competitive application that demonstrates strong potential for success.
